Q1) The school wants their students to use time prudently.
Q2) I do not really agree with this rule.Most of the students don't have lunch at home,so they will have their lunch outside.But this rule forbid them to do it,they have to go home to change their clothes before coming out to buy.It is really waste of time doing this.
